Expression of Interest (EOI)

Supply, Delivery and Installation of Street Tree Lighting

Cowra Central Business District (CBD)

Cowra Shire Council invites Expressions of Interest (EOI) from suitably qualified and experienced suppliers to provide the design, supply, delivery, installation, testing and commissioning of decorative lighting within selected street trees in the Cowra Central Business District (CBD).

The purpose of this EOI is to identify suppliers with the capability, relevant experience and capacity to deliver a safe, durable and visually appealing lighting solution that enhances the amenity and activation of the town centre.


1. Project Overview

Cowra Shire Council is seeking to engage a supplier (or suppliers) to deliver and install decorative lighting to nominated street trees within the Cowra CBD.

The project aims to:

  • Enhance the visual presentation and character of the Cowra CBD
  • Support activation of public spaces and contribute to a vibrant evening atmosphere
  • Deliver a high-quality outcome suitable for a key civic and commercial precinct
  • Provide a lighting solution that is safe, energy-efficient and appropriate for outdoor public environments
  • Minimise impacts on tree health, pedestrians, traffic, nearby businesses, and adjoining properties during installation
  • Ensure the solution is durable, maintainable and suitable for long-term Council use

2. Submission Requirements

EOI submissions must include the following information:

Project Approach

  • Proposed lighting installation methodology, including:
    • Product specifications
    • Mounting approach
    • Tree protection measures
    • Protection of surrounding infrastructure

Capability & Resources

  • Confirmation of capacity to provide:
    • Labour
    • Plant and equipment
    • Traffic and pedestrian management
    • Site protection and supervision

Company Profile

  • Overview of the respondent’s business
  • Relevant experience in:
    • Decorative lighting
    • Electrical installation
    • Public domain or streetscape projects

Past Project Experience

  • Examples of comparable projects completed within the past five (5) years, preferably:
    • Town centres
    • Public spaces
    • Streetscapes
    • Parks or similar civic environments

Program & Delivery

  • Indicative timeframes for:
    • Supply
    • Installation
    • Testing and commissioning

Maintenance & Warranty

  • Proposed arrangements for:
    • Defect rectification
    • Warranty specifications
    • Ongoing maintenance support

Additional Information

  • Any assumptions, exclusions or constraints
  • Details of any information required from Council

3. Evaluation Criteria

Submissions may be assessed against (but not limited to) the following criteria:

  • Demonstrated experience and capability in similar projects
  • Suitability, quality and durability of the proposed lighting solution
  • Understanding of installation requirements in:
    • Public domain environments
    • State highway conditions
    • Established tree settings
  • Capacity to meet Council timeframes
  • Value for money
  • Warranty provisions, maintenance support and whole-of-life considerations

4. Conditions of EOI

  • This EOI is an invitation for information only and does not constitute an offer, tender or commitment by Council to enter into a contract.
  • Council may:
    • Shortlist respondents
    • Seek further information
    • Invite selected respondents to participate in a quotation or tender process
    • Elect not to proceed with the project
  • Council is not bound to accept any submission.
  • Council reserves the right to request clarification of any submission.
  • Any resulting works will be subject to:
    • Council procurement policies
    • Relevant approvals
    • Funding and budget availability
    • Contract terms and conditions
  • A map identifying the proposed tree locations is available from the Council contact officer upon request.
