Council documents, policies and development applications on public exhibition 

Council will often have documents, policies or development applications on public exhibition. These documents can be reviewed at Council's Customer Service Centre or alternatively, on this page. If no documents are listed on this page, there may be no public exhibition at present.

Policies or documents on public exhibition are firstly endorsed at a council meeting, then placed on public exhibition, normally for 28 days.

Development Applications on public exhibition are typically for 21 days.

Submissions regarding any documents on public exhibition can be made in writing before 4.30pm of the close of exhibition day of the public exhibition to:

EXHIBITION OF DRAFT COWRA COUNCIL DEVELOPMENT CONTROL PLAN 2026

Pursuant to Clause 13(a) of the Environmental Planning & Assessment Regulation 2021, resolution of Cowra Council at its Ordinary Meeting held 15 December 2025, and the requirements of the Cowra Council Community Participation Plan 2024, the draft Cowra Shire Council Development Control Plan 2026 (draft DCP) is placed on exhibition for public comment from Friday 30 January 2026 to Friday 6 March 2026.

The draft DCP applies to all land that is located within the Cowra Shire Local Government Area and is intended to replace the Cowra Council Development Control Plan 2021. The purpose of the draft DCP is to give effect to the aims of Cowra Local Environmental Plan 2012 (the LEP), to facilitate development that is permissible under the LEP,(PDF, 541KB) and to provide guidance on achieving the objectives of land-use zones prescribed under the LEP. 

At the Ordinary Meeting held 15 December 2025, Council also resolved to place a copy of Cowra Local Environmental Plan 2012 on public display (for information reference purposes only) in accordance with Clause 13(b) of the Environmental Planning & Assessment Regulation 2021.

The draft DCP and LEP may be viewed during normal business hours at the following location:

Notice is hereby given that Cowra Shire Council, as Consent Authority under the Environmental Planning and Assessment Act 1979, has received the development application as set out in Schedule 1 below. 

The application details and plans relating to the development to which this notice refers may be viewed at Cowra Shire Council’s Customer Service Centre, 116 Kendal Street, Cowra between 8.30 am and 4.30 pm Monday to Friday (Public Holidays excepted) or click on Exhibition Documents below from Friday 23 January 2026 to Monday 16 February 2026.

Any person may make a written submission to the Cowra Shire Council about the proposed development before 4.30 pm on the closing date, being Monday 16 February 2026.  If the submission is an objection, the grounds of the objection must be specified in the submission.

The substance of written submissions may be included in a report to Council. Copies of the written submissions may be made available to the applicant for resolution and consideration of issues and concerns raised, prior to determination. Council is subject to Government Information (Public Access) legislation and copies of written submissions may be made available to any person entitled to lodge an application under this legislation.  Submission makers are required to comply with Section 10.4 (Disclosure of Political Donations and Gifts) of the Environmental Planning and Assessment Act 1979 which is summarised on Council’s website, click on “Building & Development/Development Information/Political Donation & Gifts”. If the application is approved there is no right of appeal to the Court by an objector.

To help the efficiency of the assessment process, no late submissions will be considered.

Intention to renew Lease – Cowra Pistol Club

In accordance with Section 47(1) of the Local Government Act 1993, Cowra Shire Council as the Crown Land Manager for Bellevue Hill Reserve 84154, intends at the expiration of 28 days after publication of this notice, to grant a lease in respect of the part Lot 7 DP 1173223.

Proposed Lease

Residents and the public are notified Cowra Shire Council intends to renew a lease for a period of up to ten (10) years (including options) to Cowra Pistol Club Inc for the purpose of ‘Sporting and organised recreational activities’.

The lease will be based on the Crown Lands NSW template.
